Who created the plan?
Honestly, I don't know. I reckon folks have been saving their change, be it coin or paper, for centuries. With regard to this particular rendition, I first heard of it back in the 1980s. The most recent "big name" I've heard associated with it is the occasional mention Neil Boortz makes on his radio program. I've heard that Clark Howard also talks about it from time to time.
It's not just big name celebs that are talking about the plan, though.
If you google "dollar bill savings plan" you find several more sites touting this plan, such as:

There are also bloggers promoting the plan, such as:

Over at Happy Simple Living they've skipped the $1 bill plan and jumped straight to the $5 bill variant!
Then who are you?
I'm just a guy trying to help out his kids, his family, his friends, and his millions of fellow Internet citizens. I'm also a guy who saves several hundred dollars each year using the plan. This year, who knows? Maybe I'll use the DBSP account to send myself on a cruise.
